There is a lot of fraud on the internet these days so it would be beneficial for you to learn the types of documents which you can request from your potential partner in order to make sure that the company you are dealing with is the real company. As an example we can take a set of documents that our company has (for security reasons we have to remove private information that can be misused).
- Company registration (TOHON) issued by city’s registrar municipal office
This document is the main registration document showing when the company was registered, where is the official registration address, what is a base capital and who is the owner of the company. It costs about 8,000 usd to have a company registered here in Japan so the fact that your partner has this registration document is already a good sign. Many exporters are registered as “private entrepreneurs” who require almost no effort to register. This type of business entity is risky to deal with since it can disappear and appear in different form without much effort
License for used items trading (KOBUTSU) issued by the district police headquarters of the area of your business registration
This document is a must document to be able to buy and sell used vehicles in Japan. Any company can deal with new products however in order to deal with and trade used product * cars in our case* the company must have Kobutsu license. There are number of pre-requisites in order to get this license so not every individual or company can have it. You need to make sure that your partner has it since the goods that he purchases on your behalf can be confiscated
2. Dismantling license ( KAITAI KYOUKA) issued by municipal office.
It is MUST HAVE license if you are buying parts in bulk from your partner or your partner is dismantling vehicles for you. Dismantling business is strictly regulated in Japan and requires following both strict environmental guidelines and continuous real time data entry. Each car that has been dismantled, should be processed as such on-line and have its deregistration status changed from regular to dismantled. Starting from last year, customs around Japan require the proof that all dismantled have been properly processed according to the dismantling license. So basically if your partner does not have a dismantling license and he is shipping a full container load of parts for you, there is a real chance that the cargo will not clear the customs and will stuck with penalties for a long time in customs’ warehouse.
3. Airbag processing/imploding and scrap disposing license issued by municipal office.
This license is a vital part of dismantling work. Basically if you want to dismantle your cars in one location your partner should have it. Your partner must either collect airbags and pre-tensioners’ cylinders containing gunpowder or implode them. In case of imploding the monolith dashboard and airbags covers will get damaged so you may want to choose the partner who has the license to remove gunpowder cylinders. Whatever is left from dismantled car must be recycled according to all applicable environmental laws which is administered by appropriate license
4. Freon removing license.
This license is also important to have your cars properly dismantled. According to local environmental law, Freon must be carefully and thoroughly removed before the car can be dismantled. In case of half-cuts, some local customs may ask for certificate confirming that Freon was properly removed. Only the companies possessing this type of license can issue this certificate.
5. Export License (Yushutsu Kyoka)
It is one of the most important licenses that allows the company to export from Japan ( to become shipper). Here in Japan, an individual cannot be exporter since several pre-conditions need to be met.
